R. 2143 IN THE HOUSE OF REPRESENTATIVES March 14, 2025 Mrs. Miller of West Virginia introduced the following bill; which was referred to the Committee on Oversight and Government Reform A BILL To direct the Administrator of General Services to establish a pilot program to sell motor vehicles to certain small businesses that provide ground transportation service, and for other purposes. 1. Short title This Act may be cited as the Small Business Transportation Investment Act of 2025 . 2. Findings Congress finds the following: (1) The General Services Administration fleet management program provides essential vehicle procurement services to Federal agencies, State and local governments, and Tribal organizations at cost-effective prices. (2) Expanding access to the vehicle acquisition services of the General Services Administration to the commercial for-hire industry can increase efficiency, reduce costs, and provide for an improved fleet turnover with modern, environmentally-friendly vehicles. 3. GSA Federal fleet pilot program (a) Establishment Not later than 60 days after the date of the enactment of this Act, the Administrator shall establish a pilot program that does the following: (1) In accordance with this section, allows covered small businesses to purchase vehicles through the Federal supply schedules of the General Services Administration. (2) Provides the access described in paragraph (1) at cost and from the same selection pool as an eligible entity under any of the following: (A) Section 502 of title 40, United States Code. (B) The Indian Self-Determination and Education Assistance Act ( 25 U.S.C. 5329(c) ). (C) The Tribally Controlled Schools Act ( 25 U.S.C. 13 ). (D) Section 319 of the Public Health Service Act ( 42 U.S.C. 247d ). (3) Prohibits a covered small business from purchasing more than 50 vehicles in a fiscal year. (b) Terms of purchase To participate in the program a covered small business shall agree to the following terms: (1) The covered small business shall use each motor vehicle purchased through the program to provide ground transportation service for not less than two years after the purchase of the motor vehicle unless the motor vehicle becomes unable to operate during that period. (2) If the covered small business sells any such motor vehicle before the end of the two-year period, the operator shall reimburse the Administrator in the amount that is the difference between the open market value of the motor vehicle and the amount the operator paid to the Administrator for the motor vehicle. (3) The covered small business shall donate not less than one out of every five of such motor vehicles to a local nonprofit organization after the motor vehicle is no longer used to provide ground transportation service. (c) Reporting and evaluation (1) Annual report Not later than 12 months after the date of the enactment of this section, and one year thereafter, the Administrator shall submit to Congress a report on the progress of the pilot program for the previous 12 months, that includes the following: (A) Participation data by covered small businesses. (B) Cost savings and operational improvements reported by covered small businesses that participated in the pilot program. (C) Environmental impacts, including reductions in vehicle emissions due to fleet modernization. (2) Final report Not later than the conclusion of the pilot program, the Administrator shall submit to Congress a final report that assesses the effectiveness of the program and provides recommendations on whether to make the program permanent or expand the scope of the program. (d) Rulemaking The Administrator may issue any rules necessary to implement this section. (e) Sunset The pilot program established pursuant to this section shall expire 3 years after the date of the enactment of this section. (f) Definitions In this section: (1) Administrator The term Administrator means the Administrator of General Services. (2) Covered small business The term covered small business means a small business that provides ground transportation service. (3) Ground transportation service The term ground transportation service — (A) means transportation for a passenger that is provided— (i) for compensation; and (ii) in a motor vehicle, including a taxicab, limousine, shuttle, over-the-road bus, or sedan; and (B) includes paratransit transportation and non-emergency medical transportation. (4) Non-emergency medical transportation The term non-emergency medical transportation means the provision of transportation services for individuals who require assistance. (5) Small business The term small business has the meaning given the term small business concern in section 3 of the Small Business Act ( 15 U.S.C. 632 ).
