119 HR 7660 IH: HBCU Empowerment and Reform Act U.S. House of Representatives 2026-02-24 text/xml EN Pursuant to Title 17 Section 105 of the United States Code, this file is not subject to copyright protection and is in the public domain. I 119th CONGRESS 2d Session H. R. 7660 IN THE HOUSE OF REPRESENTATIVES February 24, 2026 Mr. McCormick introduced the following bill; which was referred to the Committee on Education and Workforce A BILL To amend the Higher Education Act of 1965 to expand the definition of a historically Black college or university to include schools established prior to November 8, 1965, so long as such schools meet all other required criteria, and for other purposes. 1. Short title This Act may be cited as the HBCU Empowerment and Reform Act . 2. Definition of a historically Black college or university Section 322(2) of the Higher Education Act of 1965 ( 20 U.S.C. 1061(2) ) is amended by striking 1964 and inserting November 8, 1965 .
