Parental Oversight and Educational Transparency Act This bill requires local educational agencies (LEAs) to provide additional notification to, and receive written consent from, parents of students regarding certain school activities that relate to students' privacy. Under current law, an LEA must annually notify parents of the specific or approximate dates during the school year when specified activities involving information collection, surveys, and screenings are scheduled or expected to be scheduled. In addition to this required notification, the bill requires an LEA to directly notify a student's parent 14 days before the scheduled activity and receive written consent from the parent in order for the student to participate in the activity.

I 119th CONGRESS 1st Session H. R. 1416 IN THE HOUSE OF REPRESENTATIVES February 18, 2025 Ms. Hageman (for herself and Mrs. Miller of Illinois ) introduced the following bill; which was referred to the Committee on Education and Workforce A BILL To amend the General Education Provisions Act to require parental notification and consent with respect to certain activities, and for other purposes. 1. Short title This Act may be cited as the Parental Oversight and Educational Transparency Act . 2. Protection of pupil rights Section 445(c)(2)(B) of the General Education Provisions Act ( 20 U.S.C. 1232h ) is amended— (1) by striking The local educational agency and inserting the following: (i) In general The local educational agency ; and (2) by adding at the end the following: (ii) Written consent required In addition to the notification required under clause (i), not later than 14 days before the specific date during the school year on which an activity described in subparagraph (C) will occur, the local educational agency shall directly notify the parent of a student of such date and receive written consent from such parent in order for such student to participate in such activity. .
