That it is the sense of the Senate that the Russian Federation started the war against Ukraine by launching an unprovoked full-scale invasion of Ukraine on February 24, 2022, following the Russian Federation’s illegal annexation of Crimea in 2014 and illegal occupation of parts of the Donbas region in 2014.
