II 119th CONGRESS 1st Session S. 1963 IN THE SENATE OF THE UNITED STATES June 5, 2025 Mr. Tillis introduced the following bill; which was read twice and referred to the Committee on Homeland Security and Governmental Affairs A BILL To appropriate amounts to the Disaster Relief Fund of the Federal Emergency Management Agency. 1. Short title This Act may be cited as the Emergency Disaster Relief Fund Act of 2025 . 2. Disaster relief fund (a) In general There is appropriated, out of amounts in the Treasury not otherwise appropriated, $25,000,000,000 for fiscal year 2025 to the Administrator of the Federal Emergency Management Agency for the account entitled Federal Emergency Management Administration—Disaster Relief Fund . (b) Emergency designation (1) In general The amounts provided by this Act are designated as an emergency requirement pursuant to section 4(g) of the Statutory Pay-As-You-Go Act of 2010 ( 2 U.S.C. 933(g) ). (2) Designation in house and senate This Act is designated as being for an emergency requirement pursuant to section 4001(a)(1) of S. Con. Res. 14 (117th Congress), the concurrent resolution on the budget for fiscal year 2022, and to legislation establishing fiscal year 2025 budget enforcement in the House of Representatives.
