RES. 110 IN THE HOUSE OF REPRESENTATIVES February 5, 2025 Mr. Hamadeh of Arizona (for himself, Mr. Owens , Mr. Gill of Texas , Mr. Weber of Texas , Mr. Nehls , Mr. Taylor , Mr. Burlison , Mr. Haridopolos , Mr. Wittman , Mr. LaHood , Mr. Gooden , Mr. Wilson of South Carolina , Mr. Steube , Mr. Issa , and Mr. Schmidt ) submitted the following resolution; which was referred to the Committee on House Administration RESOLUTION Prohibiting the distribution of Chinese Communist Party-controlled publications within House facilities, and for other purposes. Whereas the Chief Administrative Officer of the House of Representatives currently facilitates the distribution of certain foreign publications within House Office Buildings; Whereas China Daily is registered as a foreign agent under the Foreign Agents Registration Act of 1938 and operates as a direct propaganda outlet of the Chinese Communist Party's Publicity Department; Whereas the distribution of foreign propaganda materials within the House of Representatives undermines institutional integrity and enables malign foreign influence operations; Whereas the presence of Chinese Communist Party-controlled publications in official House facilities legitimizes foreign propaganda efforts; and Whereas the House of Representatives has a compelling interest in protecting its facilities and operations from foreign influence campaigns: Now, therefore, be it 1. Prohibition on distribution of CCP-controlled publications (a) In general The Chief Administrative Officer of the House of Representatives shall— (1) immediately cease accepting or distributing China Daily and other Chinese Communist Party-controlled publications within the House wing of the United States Capitol, any House Office Buildings, or any other facility owned and operated by the House; (2) prohibit the use of internal House mail systems for delivery of such publications; and (3) notify all relevant House offices of this policy change. (b) Rule of construction Nothing in this section may be construed to restrict or prohibit— (1) the private receipt of publications by Members or employees of the House; (2) access to such publications through public or research facilities; or (3) the collection of such publications by the Library of Congress. (c) Chinese Communist Party-Controlled publication defined In this section, the term Chinese Communist Party-controlled publication means any publication that— (1) is required to register under the Foreign Agents Registration Act of 1938; and (2) is owned, controlled, or directed by the Chinese Communist Party or its affiliates. (d) Effective date The requirements under this section shall take effect immediately upon the adoption of this resolution.
