Short title This Act may be cited as the Highways First Act . 2. Transfer of highway and transit funds Section 104(f) of title 23, United States Code, is amended— (1) by striking paragraph (1); and (2) by redesignating paragraphs (2) and (3) as paragraphs (1) and (2), respectively. 3. Transfer of amounts and non-Government share Section 5334(i) of title 49, United States Code, is amended by striking (1) Amounts and all that follows through the enumerator for paragraph (2).
