R. 8201 IN THE HOUSE OF REPRESENTATIVES April 6, 2026 Ms. Lee of Nevada introduced the following bill; which was referred to the Committee on Energy and Commerce A BILL To amend Public Health Service Act to require community health centers to provide behavioral and mental health and substance use disorder services, and for other purposes. 1. Required primary health services of community health centers (a) Inclusion of behavioral and mental health and substance use disorder services (1) In general Section 330(b)(1)(A)(i) of the Public Health Service Act ( 42 U.S.C. 254b(b)(1)(A)(i) ) is amended— (A) in subclause (IV), by striking and at the end; (B) in subclause (V), by striking the semicolon at the end and inserting ; and ; and (C) by adding at the end the following: (VI) behavioral and mental health and substance use disorder services; . (2) Conforming amendment Section 330(b)(2) of the Public Health Service Act ( 42 U.S.C. 254b(b)(2) ) is amended— (A) by striking subparagraph (A); and (B) by redesignating subparagraphs (B), (C), and (D) as subparagraphs (A), (B), and (C), respectively. (b) Funding Section 10503(b) of the Patient Protection and Affordable Care Act ( 42 U.S.C. 254b–2(b) ) is amended— (1) in paragraph (1)(K), by striking and at the end; (2) in paragraph (2)(L), by striking the period at the end and inserting ; and ; and (3) by adding at the end the following: (3) to be transferred to the Secretary of Health and Human Services to provide enhanced funding to provide the services specified in subclause (VI) of section 330(b)(1)(A)(i) of the Public Health Service Act ( 42 U.S.C. 254b(b)(1)(A)(i) ), $700,000,000 for each of fiscal years 2027 through 2031. .
