R. 5513 IN THE HOUSE OF REPRESENTATIVES September 19, 2025 Mr. Fong (for himself and Mr. Pappas ) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure A BILL To amend the Federal Water Pollution Control Act to make certain technology investments eligible for additional subsidization, and for other purposes. 1. Additional subsidization Section 603(i)(1)(B) of the Federal Water Pollution Control Act ( 33 U.S.C. 1383(i)(1)(B) ) is amended to read as follows: (B) to implement or utilize a process, material, technique, or technology (including software for asset management, software for operational analysis, and advanced digital construction management systems)— (iii) to address water-efficiency goals; (iv) to address energy-efficiency goals; (v) to mitigate stormwater runoff; or (vi) to implement projects that are cost-effective and sustainably planned, designed, and constructed. .
