R. 394 IN THE HOUSE OF REPRESENTATIVES January 14, 2025 Mrs. Luna (for herself and Mrs. Miller of Illinois ) introduced the following bill; which was referred to the Committee on the Judiciary A BILL To increase penalties for child pornography. 1. Short title This Act may be cited as the Holding Child Predators Accountable Act . 2. Possession of child porn (a) Obscenity Section 1466A of title 18, United States Code, is amended— (1) in subsection (a), by striking shall be subject to the penalties provided in section 2252A(b)(1), including the penalties provided for cases involving a prior conviction and inserting shall be fined and punished by death or imprisoned for life ; and (2) in subsection (b), by striking shall be subject to the penalties provided in section 2252A(b)(2), including the penalties provided for cases involving a prior conviction and inserting shall be fined and punished by death or imprisoned for life . (b) Exploitation material Subsection (b) of section 2252 of title 18, United States Code, is amended to read as follows: (b) Whoever violates, or attempts or conspires to violate paragraph (1), (2), (3), or (4) of subsection (a) shall be fined and punished by death or imprisoned for life. . (c) Pornography material Subsection (b) of section 2252A of title 18, United States Code, is amended to read as follows: (b) Whoever violates, or attempts or conspires to violate paragraph (1), (2), (3), (4), (5), (6), or (7) of subsection (a) shall be fined and punished by death or imprisoned for life. .
