R. 3900 IN THE HOUSE OF REPRESENTATIVES June 11, 2025 Mr. Collins introduced the following bill; which was referred to the Committee on Transportation and Infrastructure A BILL To amend the Federal Water Pollution Control Act to ensure that the total cost of application of technology that is commercially available in the United States is considered with respect to certain guidelines relating to effluent limitations, and for other purposes. 1. Short title This Act may be cited as the Water Quality Technology Availability Act . 2. Clarifying effluent limitation guidelines Section 304(b)(1)(B) of the Federal Water Pollution Control Act ( 33 U.S.C. 1314(b)(1)(B) ) is amended by striking technology in relation to and inserting technology that is commercially available in the United States in relation to .
