R. 3595 IN THE HOUSE OF REPRESENTATIVES May 23, 2025 Mr. Kennedy of Utah introduced the following bill; which was referred to the Committee on Energy and Commerce A BILL To amend the Public Health Service Act to provide for the disclosure of certain records relating to substance use disorder medications to State prescription drug monitoring programs, and for other purposes. 1. Short title This Act may be cited as the Safe Prescribing Through Reporting Act of 2025 . 2. Disclosure of certain records relating to substance use disorder medications to State prescription drug monitoring programs Section 543(b)(2) of the Public Health Service Act ( 42 U.S.C. 290dd–2(b)(2) ) is amended by adding at the end the following: (E) To the applicable prescription drug monitoring program of a State if— (i) such record relates to the prescribing or dispensing of a substance use disorder medication; and (ii) such disclosure is required by applicable State law. .
