R. 2204 IN THE HOUSE OF REPRESENTATIVES March 18, 2025 Mr. Langworthy (for himself, Mr. Buchanan , Mr. Gill of Texas , Mr. Stauber , Mr. Hamadeh of Arizona , Mr. Gosar , and Mr. Webster of Florida ) introduced the following bill; which was referred to the Committee on the Judiciary , and in addition to the Committee on Education and Workforce , for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned A BILL To require an institution of higher education that becomes aware that a student having nonimmigrant status under subparagraph (F)(i) or (J) of section 101(a)(15) of the Immigration and Nationality Act ( 8 U.S.C. 1101(a)(15) ) has endorsed or supported a foreign terrorist organization to notify the SEVIS, and for other purposes. 1. Notification by institutions of higher education (a) In general An institution of higher education shall immediately report to the SEVIS when a student holding a J–1 or F–1 nonimmigrant visa has participated in activity in support of, or as an endorsement of, a foreign terrorist organization. The Secretary of State shall revoke such visa if the Secretary determines that such participation is established. In the case of a student whose visa is revoked under this section, the Secretary of Homeland Security shall initiate removal proceedings with respect to the student under the Immigration and Nationality Act ( 8 U.S.C. 1101 et seq. ). (b) Definitions In this section: (1) The term foreign terrorist organization means an organization designated as a foreign terrorist organization pursuant to section 219 of the Immigration and Nationality Act ( 8 U.S.C. 1189 ). (2) The term institution of higher education means an approved institution of higher education that is subject to section 641 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 ( 8 U.S.C. 1372 ). (3) The term SEVIS means the Student and Exchange Visitor Information System of the Department of Homeland Security.
