R. 1311 IN THE HOUSE OF REPRESENTATIVES February 13, 2025 Mr. Harder of California (for himself, Mr. Huffman , Mr. Garamendi , Mr. Thompson of California , and Mr. DeSaulnier ) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure A BILL To prohibit the Corps of Engineers from issuing a permit for the Delta Conveyance Project. 1. Short title This Act may be cited as the Stop the Delta Tunnel Act . 2. Prohibition on Delta Conveyance Project permit The Secretary of the Army, acting through the Chief of Engineers, may not issue a permit under section 404 of the Federal Water Pollution Control Act ( 33 U.S.C. 1344 ) relating to the Delta Conveyance Project described in the document published by the Corps of Engineers entitled Delta Conveyance Project Draft Environmental Impact Statement and dated December 2022.
