RES. 62 IN THE SENATE OF THE UNITED STATES July 10, 2025 Mr. Cramer (for himself and Mr. Hoeven ) introduced the following joint resolution; which was read twice and referred to the Committee on Energy and Natural Resources October 7, 2025 Committee discharged, by petition, pursuant to 5 U.S.C. 802(c), and placed on the calendar JOINT RESOLUTION Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Bureau of Land Management relating to North Dakota Field Office Record of Decision and Approved Resource Management Plan . That Congress disapproves the rule submitted by the Bureau of Land Management relating to North Dakota Field Office Record of Decision and Approved Resource Management Plan (issued January 14, 2025, as a record of decision and approved resource management plan, and a letter of opinion from the Government Accountability Office dated June 25, 2025, printed in the Congressional Record on June 26, 2025, on pages S3556–S3558, concluding that such record of decision and approved resource management plan is a rule under the Congressional Review Act), and such rule shall have no force or effect.
