II 119th CONGRESS 2d Session S. 3791 IN THE SENATE OF THE UNITED STATES February 5, 2026 Mr. Wicker (for himself, Ms. Blunt Rochester , Mr. Murphy , Mrs. Britt , Mr. Coons , Mr. Kennedy , Ms. Collins , Ms. Hassan , and Mr. Markey ) introduced the following bill; which was read twice and referred to the Committee on Commerce, Science, and Transportation A BILL To reauthorize Regional Ocean Partnerships, and for other purposes. 1. Short title This Act may be cited as the Regional Ocean Partnerships Reauthorization Act of 2026 . 2. Reauthorization of regional ocean partnerships Section 10202 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 ( 16 U.S.C. 1468 ) is amended— (1) in subsection (g)— (A) in paragraph (1), by inserting and not later than 5 years after the date of enactment of the Regional Ocean Partnerships Reauthorization Act of 2026 , after this Act, ; and (B) in paragraph (2), by striking The report and inserting Each report ; and (2) in subsection (j)— (A) in paragraph (1)— (i) by striking subparagraphs (A), (B), and (C); (ii) by redesignating subparagraphs (D) and (E) as subparagraphs (A) and (B), respectively; and (iii) by adding at the end the following: (C) $11,572,444 for fiscal year 2028. (D) $11,688,168 for fiscal year 2029. (E) $11,805,050 for fiscal year 2030. (F) $11,923,101 for fiscal year 2031. ; and (B) in paragraph (3), by striking 2023 through 2027 and inserting 2026 through 2031 .
