II 119th CONGRESS 1st Session S. 2633 IN THE SENATE OF THE UNITED STATES July 31, 2025 Ms. Hirono (for herself and Mr. Van Hollen ) introduced the following bill; which was read twice and referred to the Committee on Commerce, Science, and Transportation A BILL To institute a reduction in force moratorium at the National Oceanic and Atmospheric Administration, and for other purposes. 1. Short title This Act may be cited as the Saving NOAA’s Workforce Act . 2. Reduction in force moratorium at National Oceanic and Atmospheric Administration (a) In general Until the date that full-year appropriations for the National Oceanic and Atmospheric Administration for fiscal year 2026 have been enacted into law, the National Oceanic and Atmospheric Administration may not conduct any reduction in force pursuant to sections 3501 through 3504 and 3595 of title 5, United States Code. (b) Application For the purposes of carrying out subsection (a) such subsection shall be in addition to any other authority with respect to adverse personnel actions, including chapter 75 of such title 5.
