RES. 882 IN THE HOUSE OF REPRESENTATIVES November 17, 2025 Mr. Goldman of Texas (for himself, Mrs. Wagner , Mr. Lawler , Mr. Huizenga , Mr. Wilson of South Carolina , and Mr. Gottheimer ) submitted the following resolution; which was referred to the Committee on Foreign Affairs RESOLUTION Supporting the Republic of Kazakhstan’s accession to the Abraham Accords, and for other purposes. Whereas, on November 6, 2025, President Donald J. Trump of the United States, Prime Minister Benjamin Netanyahu of Israel, and President Kassym-Jomart Tokayev of the Republic of Kazakhstan announced an agreement for Kazakhstan to join the Abraham Accords, the first Central Asian country to join the Accords; Whereas support for peace between Israel, its Arab neighbors, and Muslim-majority countries has long-standing bipartisan support in Congress and among the American people; Whereas the Abraham Accords offer strategic benefits for participating countries, including opportunities for mutual economic growth in important sectors such as investment, energy, agriculture, technology, civil aviation, foreign policy and diplomatic affairs, tourism, and culture; Whereas, in 1992, Kazakhstan was among the former Soviet republics to establish diplomatic relations with Israel; Whereas, in 2016, Israeli Prime Minister Benjamin Netanyahu visited Kazakhstan, marking the first official visit by an Israeli Prime Minister; Whereas Kazakhstan has supported interfaith dialogue, hosting the Congress of Leaders of World and Traditional Religions in Astana since 2003, with Israeli religious leaders participating; Whereas, in 2023, Kazakhstan opened a direct flight route between Almaty and Tel Aviv, facilitating tourism and business ties; Whereas Kazakhstan’s multivector foreign policy and its role as a bridge between Europe and Asia position it uniquely to advance regional stability through economic and cultural partnerships with Israel; and Whereas this agreement could pave the way for more countries in the Middle East and beyond to join the Abraham Accords: Now, therefore, be it That the House of Representatives— (1) welcomes the November 6, 2025, announcement regarding the Republic of Kazakhstan’s anticipated accession to the Abraham Accords, enhancing ties between Israel and Kazakhstan; (2) calls on the governments of the State of Israel and the Republic of Kazakhstan to encourage greater people-to-people ties in order to facilitate sustainability of the agreement; (3) supports the efforts of the United States to expand and strengthen the Abraham Accords; (4) urges other countries to normalize or deepen relations with Israel to bring peace and prosperity to the Middle East and neighboring regions, including by joining the Abraham Accords; and (5) supports Israel’s standing in the international community and its bilateral relationship with the United States, which serves to strengthen shared values and commitment to peace and prosperity.
