I 119th CONGRESS 2d Session H. R. 8040 IN THE HOUSE OF REPRESENTATIVES March 24, 2026 Mrs. Biggs of South Carolina introduced the following bill; which was referred to the Committee on the Judiciary A BILL To amend title 18, United States Code, to increase the penalties for terrorists. 1. Short title This Act may be cited as the No Mercy for Terrorists Act of 2026 . 2. Increased penalties for terrorists (a) Providing material support to terrorists Section 2339A of title 18, United States Code, is amended— (1) by striking imprisoned not more than 15 years and inserting imprisoned not less than 20 years or for life ; (2) by striking for any term of years or ; and (3) by inserting or punished by death after for life . (b) Providing material support or resources to designated foreign terrorist organizations Section 2339B(a)(1) of title 18, United States Code, is amended— (1) by striking imprisoned not more than 20 years and inserting imprisoned not less than 20 years or for life ; (2) by striking for any term of years or ; and (3) by inserting or punished by death after for life .
