I 119th CONGRESS 2d Session H. R. 7174 IN THE HOUSE OF REPRESENTATIVES January 21, 2026 Mr. Deluzio (for himself and Mr. Lieu ) introduced the following bill; which was referred to the Committee on Foreign Affairs A BILL To require the inclusion of an authorization of appropriations for the Department of Veterans Affairs in any authorization for use of military force or declaration of war. 1. Short title This Act may be cited as the Full Cost of War Act . 2. Requirement for authorizations for use of military force and declarations of war Any authorization for the use of military force or declaration of war enacted after the date of the enactment of this Act shall include an authorization of appropriations for the Department of Veterans Affairs for such sums as may be necessary to provide veterans with medical care, disability compensation, and any other earned benefit needed as a result of any activity conducted pursuant to such authorization or declaration, as jointly determined by the Secretary of Defense and the Secretary of Veterans Affairs.
