R. 6463 IN THE HOUSE OF REPRESENTATIVES December 4, 2025 Mrs. McClain Delaney (for herself, Mr. Kennedy of New York , Mr. Stanton , Mr. Thompson of California , Mr. Hernández , Mr. Mullin , Mr. Huffman , Ms. Scanlon , Ms. Titus , Mr. Bell , Mr. Carson , Mr. Carter of Louisiana , and Mr. Fields ) introduced the following bill; which was referred to the Committee on Transportation and Infrastructure A BILL To direct the Administrator of the Federal Emergency Management Agency to open applications for the Next Generation Warning System grants of the Federal Emergency Management Agency for not less than 30 days each year, and for other purposes. 1. Short title This Act may be cited as the Emergency Alert Grant Fairness Act . 2. Next Generation Warning System (a) In general Notwithstanding any other provision of law, the Administrator of the Federal Emergency Management Agency shall open applications for the Next Generation Warning System grants of the Federal Emergency Management Agency for not less than 30 days each year. (b) Eligible entities Notwithstanding any other provision of law, public broadcasting entities (as such term is defined in section 397 of the Communications Act of 1934 ( 47 U.S.C. 397 )) shall be eligible for the Next Generation Warning System grants described in subsection (a).
