R. 6136 IN THE HOUSE OF REPRESENTATIVES November 19, 2025 Mr. Fine (for himself and Mr. Harris of North Carolina ) introduced the following bill; which was referred to the Committee on Education and Workforce A BILL To amend the Labor-Management Reporting and Disclosure Act of 1959 to require secret ballot elections of members for certain union officers. 1. Short title This Act may be cited as the Protecting Union Representation and Elections Act or the PURE Act . 2. Secret ballot for certain elections (a) In general Section 401 of the Labor-Management Reporting and Disclosure Act of 1959 ( 29 U.S.C. 481 ) is amended— (1) in subsection (a)— (A) by striking either ; and (B) by striking or at a convention of delegates chosen by secret ballot ; and (2) in subsection (d), by striking or by labor organization officers representative of such members who have been elected by secret ballot . (b) Effective date The amendments made by this Act shall take effect on the date that is 18 months after the date of enactment of this Act.
