119 HR 5633 IH: Agriculture Infrastructure Stability Act of 2025 U.S. House of Representatives 2025-09-30 text/xml EN Pursuant to Title 17 Section 105 of the United States Code, this file is not subject to copyright protection and is in the public domain. I 119th CONGRESS 1st Session H. R. 5633 IN THE HOUSE OF REPRESENTATIVES September 30, 2025 Mr. Jackson of Texas (for himself and Mr. Arrington ) introduced the following bill; which was referred to the Committee on Agriculture A BILL To amend the Federal Crop Insurance Act with respect to research and development regarding harvest incentive policies, and for other purposes. 1. Short title This Act may be cited as the Agriculture Infrastructure Stability Act of 2025 . 2. Harvest incentive policies Section 522(c) of the Federal Crop Insurance Act ( 7 U.S.C. 1522(c) ) is amended by adding at the end the following: (20) Harvest incentive policies (A) In general The Corporation shall carry out research and development, or offer to enter into 1 or more contracts with 1 or more qualified persons to carry out research and development, regarding a harvest incentive for a policy that provides coverage for loss of revenue. (B) Availability of policy Notwithstanding the last sentence of section 508(a)(1), and section 508(a)(2), not later than 2 years after the date of enactment of this paragraph, the Corporation shall make a policy described in subparagraph (A) available if the requirements of section 508(h) are met. (C) Report Not later than 1 year after the date of enactment of this paragraph, the Corporation shall submit to the Committees on Appropriations and on Agriculture of the House of Representatives and the Committees on Appropriations and on Agriculture, Nutrition, and Forestry of the Senate a report that includes— (i) the results of the research and development carried out under subparagraph (A); and (ii) a description of any policy made available under subparagraph (B). .
