R. 5403 IN THE HOUSE OF REPRESENTATIVES September 16, 2025 Mr. Landsman (for himself, Mr. Carey , Mrs. Sykes , and Mr. Miller of Ohio ) introduced the following bill; which was referred to the Committee on the Judiciary A BILL To amend the Omnibus Crime Control and Safe Streets Act of 1968 to authorize law enforcement agencies to use COPS grants to recruit and retain law enforcement officers. 1. Short title This Act may be cited as the Enhancing COPS Hiring Program Grants for Local Law Enforcement Act . 2. Use of public safety and community policing grants (a) Uses of grants Section 1701(b) of the Omnibus Crime Control and Safe Streets Act of 1968 ( 34 U.S.C. 10381(b) ) is amended— (1) in paragraph (23), by striking ; and and inserting the semicolon at the end; (2) in paragraph (24), by striking the period at the end and inserting ; and ; and (3) by adding at the end the following: (25) to provide bonuses for the recruitment and retention of law enforcement officers or career law enforcement officers employed by a law enforcement agency experiencing a decline in recruitment of officers or a high rate of retirements or resignations. . (b) Definitions Section 1709 of the Omnibus Crime Control and Safe Streets Act of 1968 ( 34 U.S.C. 10389 ) is amended by adding at the end the following: (8) law enforcement officer shall have the meaning given such term in section 1204(9). .
