I 119th CONGRESS 1st Session H. R. 5124 IN THE HOUSE OF REPRESENTATIVES September 3, 2025 Mr. Torres of New York (for himself, Ms. Ocasio-Cortez , and Mr. Carter of Louisiana ) introduced the following bill; which was referred to the Committee on Education and Workforce A BILL To amend the Child Care and Development Block Grant Act of 1990 to include certain safety requirements, and for other purposes. 1. Short title This Act may be cited as River’s Law . 2. Safety requirements for child care providers Section 658E(c)(2)(I) of the Child Care and Development Block Grant Act of 1990 ( 42 U.S.C. 9858c(c)(2)(I) ) is amended— (1) in clause (i)(XI), by striking ; and and inserting a semicolon; (2) by redesignating clause (ii) as clause (iii); and (3) by inserting after clause (i) the following: (ii) shall include— (I) a prohibition on constructing, maintaining, or otherwise operating a pool on the premises of any facility where such services are provided; and (II) a requirement to install door and window alarms in any facility where such services are provided; and .
