I 119th CONGRESS 1st Session H. R. 4760 IN THE HOUSE OF REPRESENTATIVES July 25, 2025 Ms. Lee of Florida (for herself and Mr. Pfluger ) introduced the following bill; which was referred to the Committee on Energy and Commerce A BILL To amend the Natural Gas Act to clarify the treatment of bunkering as an export, and for other purposes. 1. Short title This Act may be cited as the Cutting LNG Bunkering Red Tape Act . 2. Treatment of bunkering Section 3 of the Natural Gas Act ( 15 U.S.C. 717b ) is amended by adding at the end the following: (g) Bunkering For purposes of this section, the bunkering of natural gas for use by the receiving vessel as marine fuel shall not be considered an export unless the transfer of such natural gas to the receiving vessel occurs in the territorial sea or inland waters of a foreign country, regardless of the flag or country of registry of either vessel. .
