Whistleblower Protection Act of 2025 This bill expands existing whistleblower protections for employees of federal contractors or grant recipients to apply to all contracts and grants funded by the Department of Housing and Urban Development (HUD) regardless of the date of execution. Current law protects employees of federal contractors or grant recipients from a reprisal (i.e., discharge, demotion, or discrimination) for disclosing evidence to Congress or another appropriate official of certain misconduct involving federal contracts, grants, or funds. This provision currently applies only to contracts and grants signed or modified after the law took effect in 2013. The bill expands these protections to apply to HUD contracts and grants signed before the law was enacted.

I 119th CONGRESS 1st Session H. R. 4646 IN THE HOUSE OF REPRESENTATIVES July 23, 2025 Ms. De La Cruz (for herself and Ms. Williams of Georgia ) introduced the following bill; which was referred to the Committee on Financial Services , and in addition to the Committee on Oversight and Government Reform , for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned A BILL To clarify that whistleblower protections described in section 4712 of title 41, United States Code, apply to any contract funded from amounts appropriated to the Department of Housing and Urban Development, and for other purposes. 1. Short title This Act may be cited as the Whistleblower Protection Act of 2025 . 2. Whistleblower protections for Department of Housing and Urban Development contracts Section 4712 of title 41, United States Code, shall apply with respect to any contract, subcontract, grant, subgrant, or personal services contract funded from amounts appropriated to the Department of Housing and Urban Development, regardless of when the agreement concerned was executed.
