R. 4056 IN THE HOUSE OF REPRESENTATIVES June 20, 2025 Mr. Bilirakis (for himself and Mr. Schneider ) introduced the following bill; which was referred to the Committee on Ways and Means , and in addition to the Committee on Energy and Commerce , for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned A BILL To amend title XVIII of the Social Security Act to permit a private cause of action for damages in the case of a group health plan which fails to provide for primary payment or appropriate reimbursement. 1. Short title This Act may be cited as the Repair Abuses of MSP Payments Act or the RAMP Act . 2. Private cause of action for damages in the case of a group health plan which fails to provide for primary payment or appropriate reimbursement Section 1862(b)(3)(A) of the Social Security Act ( 42 U.S.C. 1395y(b)(3)(A) ) is amended by striking primary plan and inserting group health plan (as defined in paragraph (1)(A)(v)) .
