R. 3504 IN THE HOUSE OF REPRESENTATIVES May 20, 2025 Ms. Ansari (for herself, Ms. Velázquez , and Mr. Carson ) introduced the following bill; which was referred to the Committee on the Judiciary A BILL To amend section 235 of the Immigration and Nationality Act to provide for an exception from expedited removal for certain countries concern. 1. Short title This Act may be cited as the Artemis Act of 2025 . 2. Exception from expedited removal for certain countries of particular concern or special watch list countries Section 235(b)(1) of the Immigration and Nationality Act ( 8 U.S.C. 1225(b)(1) ) is amended— (1) by striking subparagraph (F) each place it appears and inserting subparagraph (F) or (H) ; and (2) by adding at the end the following: (H) Exception for country of concern Subparagraph (A) shall not apply to an alien who is a native or citizen of a country of concern or would be removed to such a country. For the purposes of this subparagraph, the term country of concern means a country designated by the Secretary of State to be a country of particular concern or is a special watch list country under section 402(b)(1)(A) International Religious Freedom Act of 1998. .
