R. 2737 IN THE HOUSE OF REPRESENTATIVES April 8, 2025 Mr. Pocan (for himself, Ms. Bonamici , Mr. Carson , Ms. Norton , Mr. Huffman , Mr. Jackson of Illinois , Mr. Khanna , Ms. Lee of Pennsylvania , Ms. McCollum , Mr. McGovern , Ms. Pingree , Ms. Tlaib , Ms. Velázquez , and Mrs. Watson Coleman ) introduced the following bill; which was referred to the Committee on Oversight and Government Reform A BILL To prohibit special Government employees from holding contracts or agreements with the Federal Government, and for other purposes. 1. Short title This Act may be cited as the Eliminating Looting of Our Nation by Mitigating Unethical State Kleptocracy Act of 2025 or the ELON MUSK Act . 2. Prohibition on special Government employees holding contracts or agreements with the Federal Government (a) In general A special Government employee may not enter into or benefit from any part of a contract or agreement with the Federal Government. (b) Termination of existing contracts Any contract or agreement with the Federal Government held by a special Government employee on the date of the enactment of this Act shall be terminated. (c) Definition In this section, the term special Government employee has the meaning given that term in section 202 of title 18, United States Code.
