R. 2248 IN THE HOUSE OF REPRESENTATIVES March 21, 2025 Mr. Carter of Georgia introduced the following bill; which was referred to the Committee on the Judiciary A BILL To require the President to personally sign any pardon or reprieve, and for other purposes. 1. Short title This Act may be cited as the Signature Integrity for Granting National Pardons Act or the SIGN Pardons Act . 2. Presidential signature required for pardons The President shall personally sign any pardon or reprieve that the President grants pursuant to Article II, Section 2, Clause 1 of the Constitution of the United States.
