119 HR 2248 IH: Signature Integrity for Granting National Pardons Act U.S. House of Representatives 2025-03-21 text/xml EN Pursuant to Title 17 Section 105 of the United States Code, this file is not subject to copyright protection and is in the public domain. I 119th CONGRESS 1st Session H. R. 2248 IN THE HOUSE OF REPRESENTATIVES March 21, 2025 Mr. Carter of Georgia introduced the following bill; which was referred to the Committee on the Judiciary A BILL To require the President to personally sign any pardon or reprieve, and for other purposes. 1. Short title This Act may be cited as the Signature Integrity for Granting National Pardons Act or the SIGN Pardons Act . 2. Presidential signature required for pardons The President shall personally sign any pardon or reprieve that the President grants pursuant to Article II, Section 2, Clause 1 of the Constitution of the United States.
