I 119th CONGRESS 1st Session H. R. 2144 IN THE HOUSE OF REPRESENTATIVES March 14, 2025 Mrs. Miller-Meeks introduced the following bill; which was referred to the Committee on Energy and Commerce A BILL To clarify that eRINs are not authorized for purposes of satisfying the volume of renewable fuel that needs to be contained in transportation fuel for purposes of the Renewable Fuel Program, and for other purposes. 1. Short title This Act may be cited as the No Fuel Credits for Batteries Act of 2025 . 2. Clarification that eRINs not authorized (a) In general The Administrator of the Environmental Protection Agency— (1) may not authorize the generation of credits for electricity generated from renewable fuel for purposes of satisfying the volume of renewable fuel that needs to be contained in transportation fuel for purposes of section 211(o)(2) of the Clean Air Act ( 42 U.S.C. 7545(o)(2) ); and (2) shall prohibit the use or transfer of any such credits that were generated before the date of enactment of this Act. (b) Definitions In this Act: (1) The term renewable fuel has the meaning given such term under section 211(o)(1)(J) of the Clean Air Act ( 42 U.S.C. 7545(o)(1)(J) ). (2) The term transportation fuel has the meaning given such term under section 211(o)(1)(L) of the Clean Air Act ( 42 U.S.C. 7545(o)(1)(L) ).
