## What Is the STOCK Act?
The Stop Trading on Congressional Knowledge (STOCK) Act, signed in 2012, requires all members of Congress to publicly disclose stock trades over $1,000 within 45 days. GovGreed tracks compliance with these disclosure requirements and analyzes trading patterns across all 538 members.

Composite score (0-100) measuring how aggressively a politician trades: frequency (40pts), volume (30pts), and recency (30pts).

### Herd Signal
Fires when 3+ politicians independently buy the same stock within a rolling window.

### Exec Flock Signal
Detects when corporate executives (SEC Form 4) and Congress members buy into the same stock simultaneously.

### Exec Pre-Vote Buy
SEC Form 4 executive purchases occurring before congressional committee votes on related legislation.

### Signal Tiers
S (75+), A+ (60+), A (50+), B (40+), C (30+), D (20+), F (<20).
